[Wii] Homebrew Manager 1.3 Beta

I do my best today to release an ftp version for the manager.

Version 1.3 Beta :

- Add ftp support with FTPii
- Must run FTPii before the manager
- IP of wii can be change into HCM.ini
- Not everything was tested (lack of time, but i think all is ok)
- FTP Mode is a little slow than SD Card mode but he work fine

Final 1.3 will include file transfer progress bar.

Stay tune for Homebrew Auto Update. I test it, i can now detect and download update without any human action :).

For the future i'm thinking about a lot of little things, for exemple : manage roms and save for emulator.
